Transactional and marketing messages have different consent rules under UK PECR. Bremlio supports a marketing flag and STOP/opt-out handling; whether a specific message is transactional or marketing is a decision for you and, where needed, your legal adviser. Bremlio is UK-focused today (SMS and OTP); it does not currently offer voice or WhatsApp channels.
